The Following is based on Circular 20 of 2024, issued by the Acting Head of Department of the Eastern Cape Education Department.

The establishment of schools as well as the rationalization of schools, is integral to the success of transformation in, and of the educational landscape.

South Africa has the unique arrangement of having two employers within the same organisation. The school governing body who as an organ of the state and the school as a juristic entity and therefore also a private entity, yet it functions within the arena of also a public entity, the state. 

This arrangement has brought about an array of challenges, which can only be navigated in good faith through dialogue and coming to a consensus on issues of mutual interest. However, most important is the adherence to Departmental policies, so as to avoid litigation at a later Stage.

This course provides the participant with the policy guidelines and general information, to properly bring to fruition, a public school.
